The Oregon Arts Commission established this grant program in 2015 to provide operating support for organizations with an annual operating budget of less than $150,000 that are locally-based arts organizations. The program is in keeping with the OAC’s Strategic Plan and is an ongoing effort to streamline and simplify the grant application and review process. One of the program's goals is to make it easier and less time consuming for organizations to access and apply for operating support. These grants support the core operation of small not-for-profit arts organizations. Eligible applicants are arts organizations that offer ongoing, sustained, artistic programming and outreach programs in the community.
This program makes "non-competitive" operating support available to 501 c 3 or municipally-based organizations who have arts as the core of their mission and that provide public access to ongoing arts programs (at least four spread throughout the year) for their local community. These grants are limited to organizations with an operational history and 501c3 status of two years or more at the time of application. Municipally based organizations must have a discrete budget and steering committee within the City’s structure,
