Governor Ted Kulongoski and Secretary of State Bill Bradbury have proclaimed March, 2005, "Oregon Arts Education Month", in collaboration with National Music in the Schools month. The proclamation makes clear that "the arts – including music, visual arts (including folk arts), theatre, dance, literary arts and media - are essential to a basic education for all students in kindergarten through grade 12." Additionally, "arts education helps students develop creativity, self-expression, analytical skills, discipline, cross-cultural understanding and a heightened appreciation for all the arts."
"Oregon’s two highest elected officials recognize that the arts are essential to a quality education and to Oregon's economic future based on a creative workforce," said Sharon Morgan, Executive Director of the Oregon Alliance for Arts Education, which is coordinating a month long series of arts education events in the Capitol in partnership with the Oregon Arts Commission and the Oregon Department of Education.
"We are especially pleased that the Governor and Secretary of State Bradbury call attention to the fact that students who develop artistic expression and creative problem solving skills are more likely to succeed in school and will be better prepared for future careers," noted Christine D’Arcy, Executive Director of the Arts Commission.
Recognizing the many ways that schools, artists and arts groups celebrate and acknowledge the power of arts education, a series of special performances will mark the opening of the floor sessions of both the Oregon House and Senate throughout March. Legislators will view short performances from a variety of artists ranging from a nine year-old trombonist to professional dancers of the Oregon Ballet Theatre.
Additionally, a special exhibition, Good Work: the Faces of Arts
Education, is on display in the Capitol Galleria throughout the month of March. In text and photos, Good Work tells the education story of each arts discipline - dance, music, visual arts, theatre and moving image art - from early childhood experiences, to school and on to careers.
WHEREAS, Oregonians value the role that education plays in determining the future of the State of Oregon; and
WHEREAS, Oregon school children are entitled to the very best education that the State of Oregon is equipped to provide; and
WHEREAS, the arts are essential to a basic education for all students in kindergarten through grade 12 and includes music, visual arts (including folk arts), theatre, dance, literary arts and media; and
WHEREAS, arts education helps students develop creativity, self-expression, analytical skills, discipline, cross-cultural understanding and a heightened appreciation for all the arts; and
WHEREAS, Oregon's educators, artists, and arts community professionals are committed to developing comprehensive arts programs that follow the highest local, state, and national standards; and
WHEREAS, students who develop artistic expression and creative problem solving skills are more likely to succeed in school and will be better prepared for their future careers; and
WHEREAS, the Oregon Alliance for Arts Education, the Oregon Department of Education, and the Oregon Arts Commission will call attention to special exhibits and events that will focus attention on the importance for the arts in our schools;
NOW, THEREFORE, I, Ted Kulongoski, Governor of the State of Oregon do hereby proclaim March 2005 as "Oregon Arts Education Month" and urge all Oregonians to support and encourage curriculum-based arts education and arts programming in schools and communities.
